Virginia’s Office of Early Childhood Development, (OECD), is committed to expanding opportunities for high-quality early childhood development for Virginia's children. The Office emphasizes access, quality, and accountability.

OECD spans the Virginia Departments of Education and Social Services and links to the Department of Health to coordinate programs and services that serve young children and their families with the goal of maximizing opportunities for Virginia’s children to reach kindergarten healthy and prepared for school success.

Opportunities through the American Recovery and Reinvestment Act (ARRA)

With the use of these one-time, temporary funds, the access, quality and accountability of early childhood programs may be enhanced.

• Title I of the ESEA Act/NCLB This document provides school divisions with suggested uses of the Title I ARRA funds specifically for supporting early childhood programs. While not mandated or specified in law, consideration of uses for early childhood development programs is encouraged.
